Project: Application for Environmental Authorisation for the proposed relocation of a 132kV powerline at Vandyksdrift Central (VDDC)

A Basic Assessment process will be conducted for the relocation of a 132 kV powerline between the Eskom Kromfontein Substation and the Eskom Klein Substation at Vandyksdrift Central (VDDC) section which is part of the Wolvekrans Colliery. The powerline realignment project will take place on Portions 3, 5 and 7 of the farm Vandyksdrift 19 IS. The application is undertaken by South32 SA Coal Holdings (Pty) Limited in terms of a self-build agreement with Eskom Holdings SOC Limited. The Environmental Authorisation (EA) will be transferred to Eskom on completion of the construction phase. The relocation of the powerline is necessary for the approved opencast mining to commence.
The Revised Draft Basic Assessment Report was available for review from 16 March to 16 July 2020. The report was finalised and no significant changes were made. The Final Basic Assessment Report has been submitted to the competent authority, the Mpumalanga Department of Agriculture, Rural Development, Land and Environmental Affairs (MDARDLEA) on 24 July 2020 for their review and decision-making. The way forward will include the following steps:
- MDARDLEA and the commenting authorities will review the Final Basic Assessment Report.
- Based on their findings, MDARDLEA will grant or refuse authorisation – a decision stating that the project may go ahead as planned or a decision stating that the project may not continue. For either of the decisions, the department will provide reasons.
- Stakeholders will be notified of the decision in writing, within 14 days of the date of the decision on the application.
- J&W will send this notification to you as well as the details of the appeal process. Any party may appeal the decision that was taken by MDARDLEA. Please note that there are specific appeals procedures to be followed.
