Project:           Application for Environmental Authorisation for the proposed relocation of a 132kV powerline at Vandyksdrift Central (VDDC)

Client:             South32 SA Coal Holdings (Pty) Limited

A Basic Assessment process will be conducted for the relocation of a 132 kV powerline between the Eskom Kromfontein Substation and the Eskom Klein Substation at Vandyksdrift Central (VDDC) section which is part of the Wolvekrans Colliery. The powerline realignment project will take place on Portions 3, 5 and 7 of the farm Vandyksdrift 19 IS. The application is undertaken by South32 SA Coal Holdings (Pty) Limited in terms of a self-build agreement with Eskom Holdings SOC Limited. The Environmental Authorisation (EA) will be transferred to Eskom on completion of the construction phase. The relocation of the powerline is necessary for the approved opencast mining to commence. The following activities will be applied for in terms of the National Environmental Management Act (NEMA) (Act 107 of 1998) – Environmental Impact Assessment Regulations (EIA), December 2014 as amended:

The development of facilities or infrastructure for the transmission and distribution of electricity- (i) outside urban areas or industrial complexes with a capacity of more than 33 but less than 275 kilovolts

The proposed activities include the relocation, and hence, construction of a 132 kV powerline from the Kromfontein Substation to the Eskom Klein Substation at Wolvekrans Colliery.

The development of – (ii) infrastructure or structures with a physical footprint of 100 square metres or more; where such development occurs- (a) within a watercourse; or (c) within 32 metres of a watercourse, measured from the edge of a watercourse

The routing of the proposed relocated powerline is likely to be close to, or within watercourses within the study area.

The infilling or depositing of any material of more than 10 cubic metres into, or the dredging, excavation, removal or moving of soil, sand, shells, shell grit, pebbles or rock or more than 5 cubic metres from a watercourse

A small number of poles will be located within low sensitivity wetlands

The decommissioning of existing facilities, structures or infrastructure for—

(i) any development and related operation activity or activities listed in this Notice, Listing Notice 2 of 2014 or Listing Notice 3 of 2014

The portion of the existing Kromfontein 132 kV which traverses the proposed VDDC opencast mining area, will be decommissioned

The water uses associated with the construction of the powerline will be authorised in terms of Government Notice 509 of 2016, the General Authorisation in terms of section 39 of the National Water Act, 1998 (Act 36 of 1998) for water uses as defined in section 21(c) or section 21(i).
